Colonial Office to Foreign Office.-(Received April 29.)

Downing Street, April 28, 1911. I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 26th April, with regard to the proposed opium conference at The Hague.

2. In reply, I am to request you to inform Secretary Sir E. Grey that Mr. Harcourt is strongly of opinion that the meeting of the conference should be postponed until the Powers referred to in your letter are ready to give the assurances, which have been asked for, with regard to the prohibition of the trade in and manufacture of morphia and cocaine in their respective countries.
